Following the establishment of "good preaching" as the foundation of the good life, this message shifts focus to the character of the messenger, outlining the strict qualifications Paul gave Titus for ordaining elders (or bishops/pastors) to lead the burgeoning churches on Crete. Paul's blueprint for ministry emphasizes that the effectiveness of the message is directly tied to the integrity of the man; thus, the chosen leader must possess four key attributes. These include Real Skill (administrative ability to "set in order" the lacking aspects of the ministry), a Respectable Home (a model family life where he is "the husband of one wife" with faithful, well-guided children), Responsible Character (a trustworthy disposition, being sober, just, holy, and hospitable while avoiding anger, greed, and self-will), and finally, Reliable Doctrine (intellectual integrity to "hold fast the faithful word" so he can both exhort his people and convince those who contradict the truth). The chapter concludes that the Good Life is built on good preaching, which can only flow from a good man who meets these challenging, God-ordained standards.
