Paul has already appealed to Caesar (Nero), but Felix could not find any reason to send him. He had, after all, committed no crime worthy to be sent. The Jewish superstitions were no reason for a man to be sentenced, according to Roman law. Perhaps Agrippa could find a loop hole?
After further review there is no crime. But, Paul has appealed to Caesar, where he would stand a better fate than he would with his own country men.
