Because God's purpose for putting people in the world is that they should seek Him (Acts 17:26), and He prompts seeking by His Spirit (John 16:8-9) and Providence (Psalm 83:13-18), calling people to seek the Lord is a Biblical way of doing evangelism (Isaiah 55:6-9).
