Paul said that the Roman church had the knowledge and maturity to judge themselves and yet he still wrote a letter of instruction and admonition to them. The norm for oversight in the local congregation is that the local body judges themselves and so, in the light of this, it became necessary for Paul to explain why he wrote a letter of admonition to the Romans. The sermon seeks to show what applications can be made to our own circumstances from Paul's teaching.
