The writer of Hebrews in verses 10-12 quotes psalm 102. It's context is the writer is asking God to restore he and the people of Jerusalem from their exile. The psalmist appeals to God's eternal nature as a testimony of His promise to keep His people. While the heavens and earth pass away God will remain. But then the writer of Hebrews appropriates this verse by saying that while all of creation (including the angels who have been the subject for several verses) are temporal, Christ the king is the eternal one. Therefore, worship should be rendered to Him who is eternal.
