God Cares about Justice

The record of the allocation of the land promised to the tribes of Israel (chapters 13-19) is immediately followed by the locations of the cities of refuge that were scattered throughout the promised land. These cities were places where certain offenders (verse 3) could seek a fair trial and escape unjust vengeance. These cities would be given to the Levites (21:13,21,27,32, 36, 38; Num. 35:6).
