Can We Question God?

Is it proper to ask God questions like: "If God simply chooses those on whom he will have mercy and those whom he will harden, why does God blame people for not listening? Haven't they simply done what he made them do?" The Apostle Paul asked questions like these in Romans chapter nine, and then answered them.
