By His Own Arm

After the description of depravity in the earlier verses of the chapter, Isaiah first shows this is a society in complete moral collapse without anyone to stop it or to fill the breach between the holy God and His people. But, gloriously, God the Warrior brings His own salvation from evil through His Redeemer to save His people. Hallelujah!
